As for why, the best answer I can give with any meme that isn't based on CURRENT popculture (I.E. Thanos memes around Infinity War, etc.) is that someone, somewhere, made a funny one of this vein, and more people got on the bandwagon. The weird part in this case is Ultra Instinct Shaggy was a running joke as of the episode where Goku just partially tapped into it, which was a long-ass time ago. I dunno, maybe since Broly was hella popular Dragonball's more mainstream now?
