For some reason I can't get out of my head the idea that he doesn't actually play the flute. Just makes weird noises and gestures like Filthy Frank at random.
This reminds me of the Gorillaz and the Boondocks. Double Nostalgia. The sort of dull sunset background works well too, gives everything a grunge look.
