As far as I understand, it was for reasons of civil control, since by 1918 social revolts had arisen over the depressing situation of the country in the First World War. And the government of this era wanted to crush any focus of insurrection, even to the press.

Honestly I'm surprised I never connected the two characters before.

The facial details could use some harder lines, they kinda blend in to the rest of the color scheme right now, but all in all this is a gorgeous piece, and your texture work on the corrupted bits with the sort of swirly Jade effect is truly stupendous.
